Algeria Army Chief Says 'Certain Parties' Seeking Constitutional Vacuum Algeria's army chief of staff Lieutenant General Ahmed Gaed Salah on Tuesday accused some parties of favoring a constitutional vacuum in order to prolong the country's political crisis.
